Describe why you are the best qualified candidate for the seat you are seeking.
I am a fourth generation native of Oconee County and have lived my whole life here, except the time I spent serving my country during the Vietnam war.
My children and grandchildren reside here also. I want to be an integral part of helping them, as well as other Oconee County citizens, to enjoy the life and pleasures that I have enjoyed living in this
great county. I graduated from Seneca High School and was a member of the varsity football team. Upon returning home from the Army,
I graduated from Anderson College and Tri County Tech and attended several engineering classes at Clemson Unversity. I own a farm in Friendship Community
and also operate a small business there. The operation of the business requires managing time, finances, resources, organization and communications which
are similar to the duties of a council member. I have designed roads and sewer lines. With the plans to extend the sewer line to Fairplay and the I-85 exits,
this experience will be highly valuable to the people of the county and Distict 5. I am seeking re-election to the county council to continue to make improvements in the quality of
life for the residents of Oconee County.
What is the most important challenge facing the Oconee County Council and how will you solve it?
The most important challenge facing the council is managing the budget rise from year to year and policing unnecessary spending.
Since District 5 has a large farming community, I want to make sure their lives and livelihood are not negatively impacted by any zoning actions
the county might take. I want to protect individual property rights for everyone.
I-85 from Atlanta to Charlotte is the fifth largest market in the nation for potential business development. Economists refer to this highway corridor as Charlanta.
We need to continue the Southern Sewer line from the Golden Corner Industrial Park to all of the exits at I-85. This is being done in phases. This potential
growth would bring more higher paying jobs and create a larger tax base.
I am opposed any other land purchases by Oconee County unless absolutely necessary. For example, we may need to purchase right of way and land for rural fire departments.
I am the best candidate to represent District 5 because of my integrity, professional ethics and honesty. As a life long resident of this county,
I am vested here. I have run a continuous, successful business in this county for 46 years. I have surveyed a large portion of District 5 and met many of the people.
I feel that I know you and your common sense values. I seeking re-election to County Council to continue to make a profound difference. A vote for James Glenn Hart is a vote

Some Specific Accomplishments
- In early 2021, stopped two zoning ordinances - one for additional building and design standards on all county major highway corridors, and another for sign standards on lake-related highway corridors. Both would have further burdened small businesses and impacted property rights only in order to improve aesthetics.
- In late 2022, stopped a zoning ordinance for buffering and screening for new businesses that would have been enacted simply for aesthetics.
- In 2022 - 2023, partnered with Blue Ridge Electric to deliver high speed internet throughout District 5.
- In 2023, established budgetary guidelines to limit growth of spending to less than inflation and population growth.
- In 2023, prioritized first responders with significant pay raises.
- In 2024, after 40 years of trying, sewer service will be provided to I-85 in Oconee County by mid-2024.
